How do you make a shipping label through paypal when there is no payment?

Kinda goes along the lines of this question... but how does one use paypal without payment to ship to an APO? I have been having to use the actual usps site but it is more costly then going through paypal. Is there something I am missing?

From my experience, I don't think it is possible to ship to an APO via paypal. Whenever I've had an order from someone at an APO I've always had to go to a physical PO to buy shipping.
