How do you navigate the Command Prompt?

I been trying to delete a fucken file for over 2 hours via command prompt because when ever I try to delete it normally it spikes my CPU usage to 100% and will not allow me as it just hangs. I found the cause of it, its a bug in the Vista and XP, cause from a corrupter AVI file. I just cant figure out how the hell to navigate command prompt, here is the path where its located in my computer, pleas let me know how to get to the file via command prompt pleas

C:\Users\Jack One\Downloads\L.A. Dodgers 1997 Secret (one-two)

Thats the exact path, pleas help me guys, thank you
 
When a filename has spaces you have to enclose it in quotes, like C:\porn\"goats wearing diapers.mpg"
If the folder has spaces you have to enclose the whole thing in quotes, like "C:\goat porn\goats wearing diapers.mpg"

Open command Prompt, type the following:

Del C:\Users\Jack One\Downloads\"L.A. Dodgers 1997 Secret (one-two).avi"
(Press Enter)

This is assuming that the file has an .avi filetype extension.
