I am finally going to dump some Xbox Live Points Cards I have had lying around...and is it possible so that upon payment the codes are automatically delivered?

No. You'll have to send them out manually when you have checked that you have received payment.

I'd physically mail out the cards. If you e-mail the codes, the buyer just has to tell Paypal they never got them and with no DC or other tracking number, they'll get to use the code and get their money back.
