How to tell whether a game is new or re-shrink wrapped?

I bought Fatal Frame 2 for PS2 brand new from Ebay. It arrived today. How can I tell whether it is a factory sealed game or a used game that has been re-shrink wrapped? What are the key characteristics of an original factory sealed PS2 game?

PS2 games always have the Y Fold cellophane versus the thin heatwrap type shrinkwrap. Older PS2 games have the Sony security seal on the top of the case (they stopped using them in early 2005), but I think Fatal Frame 2 got reprinted to it likely wouldn't have the security seal if it was a reprint.

The Y-fold shrinkwrap is NOT always true. I've seen some definite exceptions to it. Case in point: Silent Hill 4: The Room. Virtually every copy I ran into in the wild had the heat seal shrinkwrap, but this was because they had a second copy of the instruction manual(in French) up under the shrinkwrap.

There are also some other exceptions to the Y-fold shrinkwrap, but unfortunately I can't think of them at this point.

I remember every copy I saw of Final Fantasy: The Four Heroes of Light had heat seal.
