Started about an hour or so ago. Send him your phone number on Twitter and he'll call you. This requires you leaving your phone number public for a short period of time.

Is this the first major celebrity to drunk dial his fans?

The queue may be too long at this point, but it's pretty interesting. I have also heard that some are using soundboards to call some of the numbers people have sent to him.
