I found a fix for playing without psn working.

May be common knowledge but here goes... On my vita Hot Shots, Resogun and my cartridge of Lumines wouldn't start. I turned the internet off on the vita and Bam! All worked. Havent tried on the ps4 yet. (Flame shield UP)

But how would you unlock trophies on ps4 while offline? Don't you need to be online for it to count?

you can unlock trophies offline, they just wouldnt get on the server until you synced it up.

i was able to play games i downloaded on my ps4 while psn is down. no need to do anything.
