It's called "SteamAchievementNotifier", and my favorite part of this is that it can take external screenshots of you earning achievements -- a feature Steam has yet to do! I'm going to show you the "PS" (PlayStation) like overlay here:
As you can see, the 2nd screenshot is at the top left (I changed it between playing games) I wanted more of a PlayStation 4 feel for achievements. I didn't make this software obviously lol, but the one(s) who made it have it on their github here:
