Illusion of Gaia (SNES) ???

Was at a small Indy video store today and the guy carries everything and he had a complete version of the game for $9.99 is it worth anything?

At 9.99, get it. I own just the bare copy (was a birthday present a few years back) and it's a pretty good game. Besides, 9.99 is a good price for a complete copy of any SNES game, let alone an RPG.
