From what I've seen so far, it's more like Galactic Civilizations than Sins.

Also, SOTS is a lot more like galactic civ then Sins. Its not bad though. Graphics are a little lacking, but the gameplay is more 4xish. I only have the original now, since I havent downloaded the ultimate yet (Still at work), but I read it is even better with expansions.
