IPad Mini advice

Hi, I am looking to get my wife an iPad mini.  Not sure if I will get her a Gen2 or 4 but any advice on which to buy and how to get one cheap would be greatly appreciated.  I will look for a good deal on BF, but did not know of any other options for a cheap one.

FYI she will mostly surf the web and face time on it so no crazy usage.
