They might as well have their ing high-beams on. Is there some kind of regulation on how bright someone's headlights can be? I mean, I purposely divert my gaze from the lights of opposing traffic when I drive at night, focusing on the street lines and the car in front of me. But when I'm being blinded by a light I'm not even looking at, it has to be excessive. It's not just a problem from opposing traffic either. Cars with bright headlights behind you are just as distracting and make it difficult to switch lanes on the highway. Seriously, are headlights THAT BRIGHT necessary?
