I found a copy of Super Mario Bros. Deluxe at a yard sale for $1, but of course it's pre-played. Is there anyway to delete this save, or a default for deleting saves on all GBC games?

Just so happens I have this game. 
To clear data on SMB: DX, go to which ever data you want to clear and press START. A copy/delete option will then show up.
