Under "View/Change artes settings" you can change how your party operates by selecting characters with RT/LT and then hitting select to change their mode. By default the main character is semi-auto (the computer does the moving when you click attack to make sure you're in range versus doing it yourself on manual or you may whif at air) and the rest are set to auto. However each party member should be able to be played by other players like past Tales games.

Since he said Asia, I would assume so. It's definitely in the Japanese marketplace available to even silver accounts right now though. If you have a Korean account already, it doesn't hurt to try.
