All you need is a Kroger account, which is free to make online. After making the account, you 'cut' the coupons to your account by loading the coupon onto it. You use your phone # at the register to 'log in' and add any digital coupons to your order.

I'll be shopping at Kroger stores when I move in a month.. but for now this is useless to me.
