I enter every day, I just haven't said anything, lol. I'm hoping for CorelDraw, Vista, or the Microsoft Office 2007.

"Sign up" means you get a Microsoft passport ID (also called .NET).

What that means is you give Microsoft your email address (can be anything not just @hotmail.com) and a password, and they remember who you are.

Much like the Club Live Search site. If you have used that before then use that email and password to login.

I can read the rules, I just am having trouble interpreting them. What does it mean by "log on according to the instruction", where are the instructions?

Don't know if you figured it out yet but to enter, click the button then wait for the flash thing to end (30secs) then login.
