The short of it:

Jeffrey Hlinak would buy an item at a department store, buy numerous copies of the same product at a discount store, doctor the department store receipts and then collect higher-priced refunds on the items he bought at the discount stores, authorities said.

Hlinak sometimes negotiated even lower prices at the discount stores by using fake Internet ads offering price-match guarantees, prosecutors said.

Wow, $800,000! And he was basically living out of his car and in motels. It's amazing the things people do for money. He should've used that and escaped to a tropical island somewhere, like Milton in Office Space.

But notice that the inclusions of the words "try" and "may" make these rules read more as suggestions than edicts.
