Could it be because three major retailers all have it for the same price? Target and Walmart aren't exactly good on keeping up with price drops.

No, not a sale. New MSRP, Best Buy has it priced at $19.99. No sale sign no nothing. Just $19.99. Amazon too.

Yes, it includes everything except The Arrival and Arsenal Bundle. Also, all the other DLC is on disc. :)

Never buy Mass Effect 2 used. Because it comes with a code to download the Cerberus Network, which includes another character. Remember, EA is the publisher. lol
 
Now that they're announced Multiplayer in Mass Effect 3, it's almost worth it to get this version, just because you'll be able to transfer your character to a version of the game with free online. I don't really care about Kinect support, or paying for gold to use multiplayer. And, I played the first 2 games on the Xbox, and own all the DLC. And, while the comic doesn't give you every single option from the first game, at least it gives you the most important ones.
 
Hmm so I lost my ME2 data for the Xbox 360... debating whether I want to sell my Collector's Edition on Ebay and pick this one up for PS3... thoughts?

The alternate outfit DLC packs are separate, too.

I was at Toys R Us yesterday and the guy was marking down ME2 for PS3 to 19.99... I'd say it's the new MSRP.

Yeah picked it up yesterday with 2 other games to get it price adjusted for the buy 2 get 1 free sale.
