Except it is $29.99 at Target right now. I'm not so sure it is OOP, although this has already been argued too much.

it IS currently oop, whether that will change or a new bundle with an additional game/content will be added in a future release is up for debate. There is always a strong demand for MGS titles and HD remakes tend to sell well, this franchise in particular seems to sell exceptionally well.
