More Bush subterfuge?

Anyone else think it is a bit odd that Bush gives a "terrorism" speech today and then issues another amorphous terrorism warning right when he is under attack for indictments, the horrible Miers nomination, the Iraq/Katrina debacle, etc.?

Haha, sure we're prepared to take on the TARRACE "before" they strike, but not mass evactuation/ relocation of refugees/ federal aid...etc if they actually do end up carrying out a massive attack on the city.
