Yes, it came out a while ago in theatres, then DVD and I'm sure it's been broadcasted on tv, too. However, it has not yet been released on blu-ray, it is being released on February 15, 2011...making this a pre-order

I liked Mr. Deeds. Steve Buscemi was hilarious as usual.

Sure, it's nothing like Billy Madison, Happy Gilmore, or The Waterboy, but none of his films match those.
