Overtaxing luxury to subsidize necessity is nothing new. Your food example is pretty funny... ever notice your Pepsi is taxed while your water is not? Your Bic Mac is taxed while your bread and meat from the grocery store is not? Cigarettes and alcohol have very high taxes for the exact same reason. States with the highest alcohol taxes tend to have the least alcohol-related accidents, and states with the highest cigarette taxes tend to have the fewest smokers per capita. It works.

Driving being 'bad' is pretty much universal opinion. Roads cost the taxpayer a ridiculous amount, parking lots raise land costs substantially, they pollute like mad, congestion causes bad traffic which results in millions of man-hours being wasted via short but time-consuming commutes (man-hours being wasted in commute hurts our economy) and more recently the sale of cars is having a direct negative effect on our economy since we're importing more than we're exporting. Driving is bad in every way except for that it is considered by many to be enjoyable... like alcohol and cigarettes.
