Need help quick! - a few questions for eBay veterans

I'm up to 79 positive but have a question for ebay vets:

1) If you sent something to somebody's paypal address, and the post office tracking number comes up delivered but the buyer says they never got the item, what is your policy? I think this may be coming up for the first time for me. I only accept Paypal. item was a 12.50 GBA game. Buyer in question has around 25 feedback.


2) When do you leave positive feedback for buyers when you are a seller? Feedback is much more important for me than it is for people who only buy stuff - do you wait to get feedback before giving it? So far I've been giving positive feedback to buyers when I get my payment but wonder if this is a mistake (see question #1).
 
1. Screw 'em. That's what they're trying to do to you. If you have delivery confirmation from USPS then it WAS DELIVERED. Feel free if you want to give up the $15 AND the game, but you have fulfilled your end of the bargain. Ebay will back you if you have the confirmation #.
2. Leave feedback AFTER you receive it. That way, if you get a negative feedback you can reciprocate. Then offer to mutually withdraw feedback (most people READILY agree to this). Presto - no negative feedback.
I have made hundreds of sales on Ebay and can assure you, this is the best way.
 
1. my brother won something off eBay about a month ago and had it delivered by USPS w/delivery confirmation. the post man/lady delivered it to the wrong house. from there you can't really do anything but complain to the USPS manager.

luckily it was just a $10 item or so.
 
1. It's possible the buyer is telling the truth (you seem to grasp that fact) I'd probably tell the guy that the DC shows it as delivered and he needs to contact his post office to see how this happened/complain. If my gut told me he was being honest I'd potentially give a refund, but that would depend on a lot of factors.

2. Best to give FB after they leave it. You are dead on that FB doesn't matter much for people that just buy, but certainly makes a difference for a seller. If the buyer doesn't care about FB and never leaves it, so be it. I've had just one buyer contact me to complain about my not leaving him FB after his payment. I politely responded that I don't consider the transaction complete until he receives his item and is satisfied with it and he grudgingly accepted that explanation.
 
Tell them to give it a day or so after it shows as delivered, as sometimes the postal worker will flag it as delivered, then take it out on the route, but may not leave it for some reason.

Last instance of this I just waited it out and the buyer never pushed further.
