Need help with worldwide on ebay

I want to offer an item but have worldwide buyers contact me before I decide whether to sell to them or not. How do I go about doing this as far as blocking international bidders but then allowing them to bid if I decide I want to sell to one of them?

When creating your listing there's a section for the countries you'll ship to, and then there's another for blocking bidders, i.e. you can select will not ship to South America and then flip on your "block bidders from places I won't ship to."

Then I guess all you would have to do (once the buyer messages you) is to edit the listing and take the country off your prohibited list. I'm thinking it would work for a buy it now but I'm not sure if it would work in an auction format.

I think you can only edit will not ship to if it has no bids and is over 12 hours left? How do you avoid having someone different from the same country bid on it? Thank you.

There is a buyer requirements section in preferences where you can specifically allow certain buyers to always be able to buy from you.
