New to Website - Cannot start a post in Trading Section of Forum

Hello everyone. I am new to this forum, and I am trying to create a Master List of Xbox Live codes and PSN codes I have, but I cannot make a new post on the forum thread. Could someone help me out?

So does this mean I have to wait 27 more days just to post a code in the xbox one marketplace? 

Or is that responding to a thread?

The information at the top of that thread is pretty vague in terms of what I am asking to do. I thought everyone was replying to a single thread there, not making a new one?
