Up for preorder on play-asia for $440...anyone in Japan that could give me some advice on if this is the best price I will find, or even willing to pick one up and resell it for a better price to me? I'm scared if I don't preorder it I won't even get a chance and I really want one! Advice needed please!

Play-Asia is a ripoff. The retail price isn't even $300.
Here's one place offering it for 25,880 yen (~$265), plus shipping/insurance and possibly taxes. It's sold out now, but keep an eye on it. All in all, it should be well under $440, but you should definitely do some research on import taxes first; I've heard it can be pretty steep:

Dv8cag is also an option: http://www.dv8cag.com/ . Though I haven't ordered from him before, I've heard good things about him: he's a Japan-based CAG who will order things for you, to his house, and then ship them to you.

They charge more than AmiAmi (~$302 + shipping), but supposedly they're the type of guys who, if you ask them to, will open your package and then re-package it in such a way that you can sneak your way out of paying expensive import taxes.. if you want to take that kind of risk.

I'm not going to bother with those Japanese 3DSes. I still want the Char Red one and it's still about $500. It's a premium set but damn.
