Mine is sold out now, but Big Lots has had some NOAC systems, I think the Powerjoy for 9.99 recently. If you have one near you it's definately worth checking out.

Well, they're allowed to sell these things all over the mall and on eBay, so I would assume its legal, or at least not enforced if they're illegal.
