I heard they were supposed to come out for everyone (don't know if they are free or not though) but have been unable to find anything out about them, I know they aren't on the marketplace yet. They might have delayed them coming out to work on server issues? I'll probably just end up using it after a while anyways, but if I notice that they are out I'll remove it if I haven't used it yet. Thanks for the heads up though.

I have MCC and it's already usable since 12/11. The preorder skulls doesn't require you to download anything. It's already unlocked in game and can be used by selecting them through the skull menu before starting the campaign.
