I have 4 kids and have never ever "forgot" one anywhere. You NEVER forget that you have kids, let alone forget you didn't drop them off at daycare and whatever else. She has a history of leaving her kids in the car? You NEVER leave your kids in the car that is insanely lazy. That is not neglect, it's selfish. That poor baby.
