P*2*P on LAN

I need help getting a P*2*P program set-up on an LAN connection. It apparently doesn't just work like my dial-up, where I can start it up and it goes, so if anyone has information on how to do this, can you tell me/point me to it?

I'm also trying to set-up this program on a censored connection (at school). I doubt that would really affect a P*2*P program, but the firewalls and all can't be helping anything and thus the resources I could access from the comp I'm installing the program on are limited.

Also, would the method of enabling a P*2*P program also be the method to follow for allowing a program like mIRC?
 
Allowing to connect to the network. I can start up a program and it will not connect. In a P*2*P, as an example, it will not connect to the network on which the files are shared (I understand this isn't an actual site or anything).

As for mIRC, it will simply not connect to servers.

I have been told that it's possibly the firewall. Seeing as how it's a school comp, I probably dont have administrative privelleges to disable it or anything, so is there a way to circumvent it, possibly, or configure the prgrams to work with it?
