Paypal Purchase Problem

This isn't really an "auction" related item but it deals with paypal so I figured this would be the best place to post it.

I recently purchased an item through paypal. It was from a different forum and the item was worth $20 but the seller never shipped it. He claims to have but the seller doesn't have tracking and it has already been 10+ days from the supposed ship date. I have asked for my money back but the seller insists that he shipped the item. I have emails/pm from the forum for proof of the deal. If I file a paypal dispute can Paypal get my money back at all? Any other solutions to this problem?

Does anyone know how to complain against someone who makes a frivolous dispute? I had someone do the exact same to me. I sold an item, had some very serious family problems, notified buyer of slight delay, shipped item (4 days late, buyer was fully aware), then on day of scheduled delivery buyer creates dispute, puts hold on my funds from the transaction, prevents me from buying an item Ive been looking for for a long time, then buyer RECIEVES package (as per schedule) and lifts dispute and tells me whats what when they were fully aware of what was happening the entire time.


This person is a complete and utter cunt. Seriously, acting like a baby is one thing, but when someone acts like a baby AND manages to get your funds witheld is just rediculous. fucking mongoloid.

I don't think you can file a claim against someone who makes a frivolous dispute. I waited out for a while before filling a dispute (payment was sent towards the end of july). In your case that sucks man, if you let the buyer know of the delay and it was within the shipping time limit (like 2-9 days for parcel post) he should not have filed a dispute. Main reason I filed a dispute was that the seller was a bit shady, very low feedback and didn't let me know of shipping delays on his part.
 
HA! I sent the guy a message telling him that he cannot expect everything in life to be smooth sailing. He then replied with this gem:

You know what you are right. How about this i didnt get the game. I dont have any tracking numbers. I think im going to go back to paypal. The game i got yesterday was not the one i ordered from you and i closed the dispute early. DO YOU HAVE A TRACKING NUMBER? I will be contacting paypal by the end of the day.

What a twat. The guy doesnt realise he is committing fraud. He stated he had already recieved the game and a day later he sent me this message. The idiot also doesnt realise Im protected from his petty disputes now that he ended his first one. Now he is threatening me by having my paypal and my ebay accounts revoked. What a complete spacker this guy is. I keep sending him messages saying "Do you have anything else to add?" and he cant resist. Its becoming great entertainment actually.

Certianly there is somewhere to lodge some sort of complaint against this guy no?
