Dirt 2 supports DX9 and should support win XP, I enjoyed it a lot when I got it for 5 dollars on a steam sale. 26 hrs played and still finishing up some races achievements. BTW it is a Games for Windows Live title and you can earn achievements :) Plays well with an xbox 360 controller.
 
Don't forget Silent Hunter 5: Battle for the Atlantic (I) for 14.99. Cheapest price that I have seen. The series has always been fun once a few initial patches roll out.

As my Gamercard below shows, I was playing DiRT 2 last night on PC. It is absolutely gorgeous if you've got a beast of a rig like I do - 3.8 GHz Core i7/12 GB RAM/SLIed GTX 460 1GB - running at 1920x1200 with every set to full blast.
 
was thinking about dirt 2, but nice racing mega pack. i need to browse the site more. looking for more racing games so i can utilize my g27;.
