I'm not talking about circumstances like these but rather powerful people in the government that committ wrongs since I think some would NOT end up serving their prison terms or if they got the Death Penalty to truly punish them they'd end up becoming a ghost if I did not supervise their execution. I just want scumbags who are powerful and think they're above the reach of law to be punished honestly.
In the circumstance you outline above I think Manslaughter would be an appropriate charge and would stick and they'd end up serving their time.

If they are going to get away with the crime it's going to happen regardless of us having a death penalty or not. In fact if we used the death penalty more often it would probably be more likely that the rich and powerful would be let off due to greater concerns of reasonable doubt, after all it's easier on the conscience to lock someone up for 20 years than it is to kill them.

Yeah UNLESS they don't end up going in the first place, i.e. since they're rich they sneak out and get away with it or the government accommodates them. I wouldn't put it past some politicians to get away with it or very powerful people.

Some of those questions, though I may mark 'agree' or 'disagree', I don't necessarily agree with the *opposite*.
like this one: "Mothers may have careers, but their first duty is to be homemakers." I said no, because when I think 'homemaker', I think of running the household, which is certainly important, but not necessarily the 'first duty'. However, I do think their first duty is to be a good *mother*. I think the same is true of fathers.

Given some issues with questions such as that one, I came up:
