It does seem like it. If they truly wanted HD-DVD to succeed, we would've seen it standard in the 360. I am glad that at least one of the companies sorta backed down. If both Sony and MS put all their effort into seeing each format succeed, we would have a longer format war than needed. The shorter this war is, the better.
And pretty much every format is temporary, Hd-DVD/blu-ray is no exception. There is no lasting format. Even the virtual format that you are talking about won't last forever.

In order to sway people away from buying a PS3, they would have to be able to sell the 360 + Blu-ray add-on for less than the PS3. Anyway, I think that is sorta their plan. If Hd-DVD fails, they will release a blu-ray add-on. They are taking the safer route for the format war.
