OP should say Pre-owned/Used. And Amazon was selling the vanilla version for 9.99 at some point. Not sure if they ever made a GOTY version with DLC on disc but I do remember the early print ones was a DLC slip, so this might just end up being a GOTY version disc but with only the content of the original.

I tried three different targets and it always rang up to $30 and they wouldn't match the online price.

The DLC is on a scratch-off code, not on the disc. Since this is a used game there is a very strong chance you're not getting the DLC.
