What exactly needs to be put onto the flash dirve and then installed to the new xbox? Couldnt you just recover the account on the new xbox and have all of you data there? What should I be putting on the flash drivbe to ensure I can use my account on the new 360 in its entirety? Thanks

The only thing that transfers with account recovery is your gamertag and gamerscore... you'll need to copy everything in the "Memory" section, ie: saves and DLC via flash drive.
You can also re-download your DLC under the 'Account Management' tab.

Yeah you need to transfer the saves (the DLC can be redownload)
Keep in mind if you have a XBLA game, and only the game is listed (no save file), the save file is built into the game. So you need to copy over the whole game, or you lose your saved data.
Get a 16GB flash drive and you'll have plenty of room for everything minus installed retail games.
