If a space is private (personal spaces and club spaces) then accounts from all regions can visit it.
If a space is public (and not global, like the E3, TGS, etc spaces) then only accounts from that region can access it.
This is why you can see people using accounts from other regions in spaces like the Mount Olympus, but you wont find them in public spaces like this new PS Vita Lounge.
However, many people have a different account for each region so they can visit, participate in events, and play games in public spaces for all four main regions of Home (NA, EU, JP, and Asia).
Creating regional accounts is very easy and fast to do. Japanese accounts are a bit trickier, as there is no English language option when creating a Japanese account, but there are countless videos and articles online showing you how to do it.

If you are trying to get to the PS Vita Lounge then having a friend with a EU account wont make any difference, as it is a public space, and I don't think it's a global access space. To go there you will need to use or create a EU account.
