PSN Store DLC is not region lock???

Hi guys, I'm noob here. Anyone know that the PSN DLC is not region lock? My friend bought a Dead Space (region 3) disc then he downloaded the Obsidian suit (PSN DLC) from US PSN Store (region 1) and he can use the Obsidian suit in the game.

This is weird, because last time I bought a Warhawk (region 3) disc but I was unable to play the Warhawk map expansion pack downloaded from US PSN store (region 1) DLC.

Anyone can clarify this...

Developer dependent. Pretty much like everything on PSN.

Yeah, I haven't tried it myself, but I know on the Hong Kong store they give a warning about DLC possibly not working if the game's region differs from the DLC region.
