I dont think its safe to say Biggie is in any way the best rapper/ lyricist simply because he only had a few hits and none of his songs helped anything. Tupac at least made a "Keep ya Head Up" every once in a while and made a bunch of hits in his handful of years as a mainstream rapper (and he was in jail for a year or two) and he remains a dominant rapper even after his death. Best rapper or lyricist has to go to Tupac or Chuck D or someone who made a ton of hits and helped Hip-hop or the black community. Also, We all must remember that "artists" are usually only considered the best of their genre after their death.
 
Biggie was decent back in the day but you knuckleheads that have to circle the day he died on your calendars every year crack me up.
Like 2Pac said "Life Goes On"....
