Basically it's the Remote Play concept that the PS4 and VITA share, you can look up more details on it.

How laggy is the remote play? I remember that concept on the PC a few years back and it wasn't the smoothest.

It better be smoother than streaming 3ds games to the pc for twitch...because thats laggy..
