Replacement of DS/DS Lite adapters in Japan?

Anyone else have more info on why this is?

"Separately Friday, Nintendo also said it would replace 200,000 AC adapters for its DS and DS Lite consoles in Japan. Nintendo said the move would not affect adapters overseas, and officials expected only a small impact on earnings."

Some of them are overheating and may cause burns. THIS is a recall, unlike the wiimote strap exchange.

I wonder why theirs are screwing up. I guess there's no problems like this in other territories?
