Always pay with a credit card through Paypal-- don't pay with funds in your account, checking account, debit card, etc-- because then you can dispute the charge with your credit card company. To not get your Paypal account suspended you have to go through their mess of a system first to try to recover the money, but once you get the "we can't get your money" email you can dispute it with your credit card company and get it back that way. I think Paypal "allows" 1-2 disputes a year without harm to your account although more than that could still get your account suspended. (and doing a chargeback without going through Paypal to at least try to recover the money is instant ban)
I got $400 back on a bad Ebay transaction that way [a "like new" item arrived in a bashed up box and had something internally broken, at first I tried to give him the benefit of the doubt that UPS messed it up and I asked if he wanted me to just get it fixed and have him compensate me for it, but due to UPS getting involved they shipped it back to him and then he emailed me telling me that I purposely broke the item and was trying to scam him out of money and refused to pay me back]... the seller emailed me out of the blue like 3 months later cursing me out for sending a collections notice to him. (which I didn't, he was too stupid to realise Paypal was trying to collect after he never responded to any of the complaints against him)
