do you have to have a memory card(which they make) to save the games like the play station or is there built in memory
 
Both. There's limited on-system memory, and I believe there was another memory device as well. Not sure though.
 
Yeah Sega put out a "backup memory cartridge" that plugs into the cartridge slot. You can also use either a Gameshark or Action Replay, (can't remember which came out on Saturn) supposedly it has some memory available for game saves. Otherwise you must use the internal battery to keep you game saves. It is a battery you can access on the bottom of the console. It uses a CR2032 battery like the Dreamcast VMU and the Sony Pocketstation. Some watches used it too.
 
My system memory is long dead, but my memory card still works. If you do, get the official sega memory card, I've heard numeous reports about 3rd party ones having early deaths.
 
My 4-in-1 Pro Action Replay is still working perfectly when it comes to saving games but the method in which you save a game to it is a bit annoying. You have to save in-game and all to make sure that it's still in the system's memory. Then, when you're done, you have to RESET your console (don't turn it off or you're screwed!), then go into the PAR's menu and transfer the save file from the system's memory onto the memory card. A bit annoying but, afterwards, you can just load the file up as usual.

Otherwise, I suggest just picking up an internal battery once a year for the Saturn. It's around a $1, $2 investment at Radio Shack annually but, honestly, it's fairly worth it. I just like having peace of mind just in case I accidentally screw up and hit the Power button by accident since the save will at least be on the internal battery so I won't be completely boned.
 
DO NOT BUY A THIRD PARTY MEMORY CARD!!!! I bought a $40 memory card for the saturn and it crapped out on me about 6 months later. I finally found a 1st party one and have had no problems, I somehow found one at a gamestop for like $15 so I got lucky. Not really sure how much they go for in the general market.
