SH: C was 19.99 during one sale at EB but they quickly sold out of them and haven't had it at the 19.99 price point in some time. There's always the chance that they may or may not have it be apart of one of there other sales down the line as they have brought back games that were on previous sales like 1080 Avalanche.
At one point Gamefly was selling them on their website used (and we all know the quality of Gamefly games, i.e near mint perfect condition complete) for 19.99 or 17.99 (I don't remember which). This is where I got mine since I couldn't get in on the deal at EB when they had it for 19.99. My total was 22.49 after taxes and shipping (shipping really wasn't too bad).
I know that I have read in the KMart Blue Light Sales/50% off sales that some Kmarts actually carry SH: C and that when they have their 50% off sales, that it's 50% off and that it is $15, but this is an extreme YMMV IMO on Kmart since most are sold out or didn't carry it.
As to SH1, you are going to be very hard pressed to find one new. You might get lucky and find one of the reprint promo copies that they did of it and were handing out for free when you bought SH: C somewhere, but other than that, there really isn't any place that still has them. I personally picked up mine at my Fry's for .99 cents (yes you read correctly) when they were clearancing them out. I know that I made a thread on it, but it's pretty old so if you want just PM me and I'll fish it out for you. You might still find a Fry's that has one though. They may have either the original print run or the promos (by the way, there is no difference between the promos and the original run. They're both the same game except the promo has a little box on the front saying promo.) since Fry's always stocks up big time on games. I think the regular version of it there is not .99 cents, since I believe only the promo is. Oh yaeh, They have SH: C there for 29.99 if you don't find it any where else.
For SH1, if you can't find it at Fry's (I doubt any still have any left at this point) I would suggest hitting up the regular used stores (GC, GS, EB, GR, etc.) for it and then either checking the EB Morning updates for it and hoping it comes in stock or just to go right ahead and trying ebay for it.

Forgot to mention that at one point, Buy.com carried them for $17.99, but it now says that they are unavailable there.
