Graphics are about the same. The Gamecube version has more missions, more enemies -- the same plot, but basically an expanded game.

I believe there are more than one, but all minor-villain sorts of characters. No major new characters.
 
They are both good and graphically identical. The GCN version has an expanded story and lots of side mission. You can't really go wrong with either version. Last time I was in GameStop, they had several copies sitting there for $19.99. This is a great buy at that price. I paid full price for my copy and still feel it is worth every cent. I don't pay full price for many games either. The next one I'll pay full price for will be GT5 without a doubt.
 
If you already own the DC version, it's probably not wise to get the GC version. There are a few more side quests and things in the GC version and the graphics are slightly better, but not worth buying it all over again unless you are a HUGE fan. If you don't own either, and you know where you can get both for roughly the same price, than go with the GC version. If the GC version is more than $10 more, than get the DC version.
 
I have heard the GC version has less random battles. I also paid full price for my copy and don't regret it at all. One of the best games on GameCube.

DL content built in
1 new playable character
new rouges to find
changes to Vyse's pirate rating
