There's two sides to this...

On the one hand, cops aren't allowed to kick people while they're down.

On the other hand, people aren't allowed to tear ass down the road, running from the cops, and endangering untold numbers of lives. I'm sure the guy whose car got sideswiped wishes he had gotten to deliver the punt.

I suppose I'm exceptionally sensitive to this today because some bitch driving a 4500 lb SUV and talking on a cell phone almost killed me while I was out running this afternoon.
