You don't really need a lot of ammo until the last level or two where you get into some serious fire fights. Try sticking to the shadows more (use your stealth meter) and move very slowly when you're sneaking up behind an enemy. Always sneak up on enemies and knock them out by hand when you have the opportunity (saves a lot of bullets).
Also, try to aim carefully when you do use weapons, and use all of the special gadgets you're given as well. This way, you'll be able to conserve your limited supply of ammo much better. It can be tricky to get a head shot, but if you do it right, it only costs you one bullet per enemy.

the best way to grab a gaurd is to crouch and sneek up behind him while continuously tapping the A button.This way you are 9.8/10 more likely to make a successful grab

I had the same problem, I found out I needed to be a lot more patient, and after trying a couple of times, I finally beat that level, and now I'm on the last.
Yeah, the developers purposefully made ammo almost non existent and Sams aiming horrible to make the player use stealth techniques. When I was playing this game, shooting was a last resort, If I was shooting my gun at an enemy, I was pretty much dead anyway and was prepared to start the level over. Patientce is the key to Splinter Cell, a lot of hiding in the shadows and watching the gaurds movements.
In the missions where you are equipped with the spycam, use that to take care of the guards. Just use it to take headshots. Takes them out and you can recover the camera afterwards.
Oh man, SC is ever so hard. I'm in the chinese embassy level and I just cant freakin get past the end. Then again, I only have like 1% health left. Maybe I should restart the level?
Yeah, I like the game, but it's like my version has a glitch or something. I've never gotten far in the game because of something I always run into. OK, you know the FBI level where you can't shoot anyone towards the start of the game? Well, I'm on that level and I'm at the part where you find that little turret thingy that shoots at anything emitting heat or just anything that moves. And then you're supposed to go in the elevator on the right, am I correct? I'm pretty sure you are cuz I looked on gamefaqs.com and it seemed I was supposed to. So, I go up to the elevator and press the button, but it says there is no power. I restarted the level and payed attention to everything alot better, but still the same problem. Then I started a new profile and tryed the level a couple times but still have that problem. Will somebody help me?

Since we're talking about splinter cell, I was wondering if someone can help me... I'm on the CIA level... when I walk through the lighted hallway, the static dispersion chamber, there are two doors... they both take the code 2019... if I use the code and walk in, instantly an alarm sounds, my second alarm for the level and the game ends... both doors, the exact same thing happened... everybody in the level is taking a nap... and I can't get any further... I don't know what I have to do to get in the server room, and the two walkthroughs I've glanced at doesn't suggest I should have a problem there.
Can anyone suggestion something?
