I spent about 6 hours or so last night with Torment: Tides of Numenera, during this Free Weekend.
Incoming thoughts, so....here they go.
I can run this game pretty much at 4K with everything running at around 40-50FPS normally; sometimes it might hit 60FPS is there's not much happening and the area ain't that big. 1440p maxed-out, easy 60FPS with no problem. I really like the art design here, as the world might not always feel as weird & as outlandish as Planescape: Torment's (PS:T) - but it's definitely still interesting, intriguing, and has its own different things going on. PS:T never had some futuristic elements, but Numenera has a few of those thrown in here as well.
The writing, prose, and dialogue here is fantastic. Just like PS:T, it's often like sitting here and cracking open an extremely well-written book; especially since the game isn't cinematic and movie-like in the cut-scenes department. Like PS:T and other old-school CRPG's did back i nthe last 90's to early 2000's, namely key lines to main quests & important side-quests; some banter; and when you meet important characters for a first time is when you'll get some likely very well done voice-acting.
Combat's....well, different than PS:T. One of the things I'm trying to figure out is what I think of the combat. So, combat's a turn-based affair here. So, this is why I don't mind running the game at 4K without hitting 60FPS b/c....well, you don't need it. Combat here is not fast here; it's kind of methodical and strategic b/c it's turn-based. Granted, I still feel that I'm early on here and don't have tons of weapons, spells, and skills at my disposal yet - but there also hasn't been much fighting at all here either. Early on, you don't really have big battles at all; a small one, to start things off. Though I took on a side-quest (closer to the 6 hours or so I've spent on this game) and can't seem to talk my way out of it, so I basically just got into a really big battle w/ a lot going on and a lot of people fighting.
Also, Torment: Tides of Numunera doesn't feel like PS:T, in one way: in the sense that in PS:T, you could just walking in The Hive and could suddenly run into some thugs and just get right into the think of combat (which was also real-time based, in PS:T); It feels like Torment: ToN is way more deliberate here that you'll likely just run into fights when taking a quest on...maybe, depending on your skills, stats, equipment, Quest Items, and/or whatnot. I don't know if that'll change later - but so far, some 6 hours in, this is what it feels like to me.
That gets me to the next point: this game's basically Role-Playing City. At your disposal, are choices galore. And even based on your skills, stats, equipment, and/or Quest Items you have, well..you might have even more options on how to finish a quest. I feel like b/c of my skills, stats, and focus of my characters (i.e. mostly on Speech skills), I have certainly just about almost every go around have avoided combat. I do not know if this could change way later like in many other games b/c they force combat on you near the end of it no matter what (i.e. think Vampire: The Masquerade - Bloodlines, in the last 1/3rd of that game).
So far, this game's very good at the very least and certainly feels like a great throwback to the old-school era of CRPG's - i.e. namely the BioWare and Black Isle CRPG's of the late 90's and early 2000's. Especially more so true, since it has many of the things that I loved about PS:T - a weird world and interesting setting; great dialogue, prose, and writing; interesting party members and NPC's; and tons of choices in quests everywhere. So far, I think it's off to a great start and I'm really hoping this greatness will continue.
