Are these Russian sourced? I really think you need full disclosure because you CAN be banned from receiving Russian-sourced Steam gifts. Caveat Emptor. I say this with personal experience.

Weren't you banned because the person bought the game with a credit card that was stolen/fraudulent and then sold/traded to you?

Jake gets his from the Ukraine. I've been buying stuff from him for over a year now I think and never had a problem.

Nope, they were just Russian sourced. I had bought quite a few games though during the summer sale though. But my friend who only bought a 2-3 got locked as well.

I did eventually get unlocked though but I am more than fearful of trading any gifts now of anything not region locked.

I haven't bought from Jake but tons of CAGs here have as he has been here quite some time. I haven't heard of anyone having problems with anything he's sold them. As far as I know, he is honest when people ask him how he can give such pricing.

I have heard a few stories about problems with Russian-sourced games, usually games being region-locked after-the-fact. While it is against Steam's TOS to skirt around regional pricing, straight up bans seem pretty rare.

I must've bought a dozen games from Jake in the past six months. He's always been upfront about his source, and he knows how to tell the difference with region locks, terms of service, etc.

Whenever we trade or buy on forums such as these, we all have to decide on our own comfort level for ourselves. As for me, I have no worries, 'cause Jake does his homework. :D
