What is "RU+CIS"? 
RU & CIS stand for Russia and Commonwealth of Independent States (i.e. Ukraine) respectively.
These are the regions where I am able to get most games cheaper from. Most games have the same steam-id as their US counterparts, making them completely region-free. Certain games, however, have different steam-ids in the RU/CIS regions. Whenever this is the case, you need to check the steam database to find out if the game is region-locked or not. 
 
If a game is tagged with "RU+CIS," it generally means that there is a chance the game is region-locked, or only has the Russian language available (depending on what is shown in its steam database entry). It is also a possibility that there are no restrictions on the game.  
 
What does "region-locked" mean? 
"Region-locked" means that you will only be able to play the game in the region it was purchased from. In the case of a "RU+CIS" game: if it is region-locked, you will only be able to play it if you live in Russia or the CIS region. This makes the game useless if you live in the US.
 
Certain games in my list are shown as RU+CIS tagged, such as Assassin's Creed 4, Thief, and Castlevania.
The ones I have listed, as of right now, do not appear to be region-locked.

The only "RU" tagged game that I know of which was region-locked after release is Aliens: Colonial Marines and the retail copy of Borderlands 2.

^ Could be a scammer, could be a victim of the same scam. Had it happen to a CAG on my list; he had his inventory pillaged, and his account used to phish. He's since gotten control back. Thanks for the heads up tho.

If he was already on your friends list before, then he likely got hacked. If you just friended him on steam, its likely that it's a different account that the Babo here, as anyone can name their steam handle as "babo", and simply copy his picture from here to use as his steam avatar.

Lesson is don't deal with people that are not the same exact people you are dealing with on here.

 
Hey guys, sorry if this isn't the right place but I got phished by clicking a phising link. My Steam account is not controlled by me anymore, I sent Steam support a ticket to get my account back but it has been 2 days and i'm still waiting for their response. At the mean time, I've been informed that the hacker is using my Steam account to spread the same phishing link to people on my friend list then remove them right away, so do not click any link sent by Babo on Steam. That is not me, until I have my account back and inform you otherwise. Hope for your understanding and thank you :((

That sucks man, hope you get it back, done some good trade with you. I was very shocked when it happened, you seem a very good person when we traded and this explains it. I will remove my feedback when i find out how to, sorry to leave it but i'm sure you can understand why i did it.

Damn. This shit is going viral. Well guys time to treat every offer from a steam account very carefully.

I propose a CAG only deal zone until this shit dies down. Sometimes this stuff comes in waves and I fear that the worst is yet to come. Until Valve finds the originator and takes care of the source, we should all be very careful.

I hope those who got their accounts taken get them back soon.

How did you get hacked when weren't at ur PC ?

Anyways, if you have an alternate account, and you're still logged in your account on Firefox, you should move all your valuable items/gifts to your alternate using trade offers feature right away. Contact steam support asap and pm this reddit user, who is a Valve employee to lock your account before the hacker could do more damage to it: http://www.reddit.com/user/smeehrrr

I didn't contact him because he had already been offline for 3 days when i got phished and already lost my hard earned items to the hacker. But had i done so, the hacker wouldn't have had the chance to spread the phishing to people on my friend list and remove all my 360 friends yesterday. Hope he will be online soon for you.

Guys, don't click any link, and if you have to log into your steam account on a web browser. Always make sure the login site has a page certificate that says Valve corporation on the address bar. I heard that Steamguard should automatically blocked your account from trading for 15 days when it's logged in from a different computer with a different ip, but Steam must have turned that feature off that's how many people are hacked and losing everything.

For me, it was just my fault for clicking a phishing link. Normally, I'm good at this stuff but just a few seconds of carelessness and it happens.

A Steamrep admin, who has been a friend on my friend list for years, sent me a message with a Steam profile link, saying the owner of the profile wanted to add me to trade but for some reasons he coudln't, so I should add him. I was sleepy and didn't notice that the link was steamcommunilty with a "l" that wasn't supposed to be there. And who would have thought the Steamrep admin, the guy who helps you with security was trying to phish you or got hacked, but he did, he got hacked first and it was the hacker that was using his account.

I clicked the link, Firefox opened, it looked exactly like a normal Steam profile, I clicked Add friend and it led to the login page, I didn't even bother to look for a page certificate on the adress bar, after entering my account and password, it asked for my verification code. I got the code from my email and typed it into the box. And just a few secs after that, my Steam client was automatically logged out saying it was because I'm logging in from another place. I tried to relogin but it said my password was changed, and I also received an email from Steam telling me that my Steam email contact was successfully changed too. I checked my inventory history using Firefox only to see that all my TF2 keys were traded to someone I don't know, for nothing.

It turns out that the phising bot doesn't need to have access to your email for the security code, when you put your account name and password into the fake Steam login site, it uses that to log into the real Steam, when Steam asks it for the verification code and send the code to your email, the fake Steam login also does the same thing with you, you give the code to the bot that way.
