And are you sure the traders you saw said that people outside of Russia will have to activate the game bought from Russian Steam store using a VPN ? Because I've seen Russian traders offering the game bought from Russia Steam store but claiming that everyone is able to activate it normally. That should be true because although the Steam store pages of the game in Russia, all CIS countries and Brazil have a note on activating the game outside of these countries, there's no entry for activation lock on Steamdb for the game's subID. When a game's subID gotten from Russia/CIS/Brazil Steam store doesn't have the activation lock entry on Steamdb, the only thing that could prevent you from activating the gift outside of Russia/CIS/South America is the "Allowcrossregiontrading=No", but this game doesn't have that either.
Using a VPN to bypass any kind of lock is against Valve TOS no matter if it's a Steam gift or retail key and will get you banned if you're unlucky. But atm nobody should have to use a VPN to activate Rise of Nations copies bought from Russia/CIS/Brazil steam store, unless Steam has come up with a method to lock games without making it visible on Steamdb, which is unlikely. I think the current note on activation is just a bluff or because they're planning on adding the "Allowcrossregiontrading=No" entry to the game later. But atm, everyone should be able to activate the game fine, and will never have any problem with it no matter what happens in the future.

I just noticed that the game indeed doesn't have any warning when in cart despite the store page warning which indeed sounds like a bluff as you explained. When I mentioned traders telling people to activate with VPN, I didn't mean Rise Of Nations specifically. It was for other games with the same store page warning.
I saw that before with Wolfenstein TNO and now with Grid Autosport.
I want to get Grid for myself but seeing your post made me worried. Does it have the activation lock?

Now I know what "AllowCrossRegionTradingAndGifting" means because I always assumed that it means (as the name indicats) these gifts can not be traded or gifted to another region through Steam's system. It would be much better and safer if Steam implemented that instead of leaving traders and buyers violate the TOS although I still think whoever wants to violate them if Steam did that would simply use VPN to trade and to activate lolWolfenstein, Metal Gear Rising Revengeance, Lords of Shadow 2, etc are different.

When Steam and devs choose to use this kind of lock, they can prevent people outside of Russia/CIS/Brazil/South America from activating copies of a game purchased from these regions without having to release various versions/subID's for the game.
As your link indicates, Grid Autosport has "AllowCrossRegionTradingAndGifting = No", so you won't be able to activate copies of the game purchased from Russia/CIS/Brazil/South America, if you're not in these regions. This is the same thing with Wolfenstein, Metal Gear Rising Revengeance, Lords of Shadow 2, etc...
There are other entries that means activation lock, but it will be a long post to talk about them here. Rise of Nations doesn't have any of those entries anyway.
